E-cigarette use among European adolescents has surpassed smoking, according to a new report from the World Health Organization.
The global health agency found that among 15-year-olds, 32% had used e-cigarettes in the past 30 days, and 20% had used vaping products.
“The widespread use of harmful substances by children in many countries in the European Region and beyond is a serious public health threat,” said Hans Henri P. Kluge, WHO Regional Director for Europe. “Given that the brain continues to develop well into the 20s, adolescents need to be protected from toxic and dangerous products. Unfortunately, children today are often exposed to targeted online marketing of harmful products.
Historically, there has been a difference between boys and girls, with more boys than girls smoking. With e-cigarettes, girls reach the same level of use as boys at age 15, and even surpass them after that.
While acknowledging that some health authorities see e-cigarettes as a positive alternative to smoking for adults, WHO expressed concern that manufacturers are actively targeting the youth market, which has led to a particularly sharp rise in consumption among 13 to 15-year-olds.
The WHO report calls for e-cigarettes to be included in smoke-free policies, and for similar measures to restrict marketing, reduce toxicity, remove flavours and increase taxation.
The health agency has called for e-cigarettes to be made available only to those who are trying to quit smoking and other proven strategies for quitting have been exhausted. It also called for e-cigarettes to be regulated like medicines, rather than sold as consumer products.
